Notifications for deferred issues

Is there any way in Redmine to notificate assigned user that issue needs his/her attention on certain date and time?

For example:

Our manager talks to customer and they come to manager will call back on Monday at 3 pm. Manager creates new note in issue and set field «Notification» at Monday 3 pm. At Monday 3 pm Redmine sends email to manager with link to note where notification was set.
