scm: git: use "-c log.decorate=no" option instead of "--no-decorate" of "git log" above Git 1.7.2 (#8081, #8083).

I fixed r5334, r5338 in trunk and r5336, r5340 in stable-1.1.

Getting git version logic is in trunk only.
So, I change target version to 1.2.0.
