How to deal in cases when more than one person works on an issue

Today we, several persons, worked on a issue. How to deal in this case? Well, I know that there are groups of users. However they are global wide, not project wide. Does this mean that for every particular case of collective work a global group should be created? Where goes time spent on the issue?

I would appreciate if someone with experience in such cases share information.
