How can I create custom queries?

How can I create custom queries? I am particularly interested in the ones shown in the issues page here: http://www.redmine.org/projects/redmine/issues

The theme of the application has nothing to do with custom queries.
Please rephrase your question.

How to create and save (custom) queries is explained in RedmineIssueList, sections 'Applying and saving filters' and 'Custom queries'.
Note however that the user:
  • a) has to have the appropriate permissions to be able to:
    • save/edit/delete a private project query (:save_queries);
    • save/edit/delete a public project query (:manage_public_queries).
  • b) has to be an administrator to be able to save/edit/delete public queries that are for all projects.
