Conditional fixing keywords

Currently redmine has such fixing keywords as fixes to change issue status.
However it changes issue status regardless of its current status.
Is where a way to create conditional fixing keywords?
For example, I want
refs #1234
to change status from "New" to "In Progress", but do nothing for issue with status "Completed"
If not, should I create an issue for that?
