Can't find translation for date and time format

Where I can find phrase "Время московское (зима)" ?
Although my encoding is utf8, this phrase is shown in windows-1251 and when I switch in browser page encoding to windows-1251 I can read it in russian. Otherwise I can't read it because it is ���������� ����� (����))

Not sure how this works, but the "de facto" specialist around here is Azamat Hackimov. The easiest way to contact him would be to file a bug or a support request and assign it to him.
