Issue tracking permission

I created a new role, I want that role can only manage tracker bugs (New, resolved and rejected) and nothing else. See image of the summary of the workflow.

When I test, this new user can create tracker "tasks" with the state new. Yet, I do not want it to create a task.

Redmine allows it to limit the rights to the trackers ? For example one type of tracker is available to a type of role
