One user get email-notif by task instead other

Hello, in my redmine project 4 users, and one of them recieve email notifications of task which assigned by other user. I check email address of users and that's all right. Then i check value in column mail_notification = "only_my_events". I can't understand why this user recieve email notifications instead of other?
