installation error

hi, i am newbie in redmine, i heard about redmine i it looked interesting to me. i was trying to install it in my pc(windows xp sp3) following the steps in the installation guide of the site, but i am having errors:
first i install ruby 186-25, after that i created the database(running the script), and in the fifth step of the guide i am having the error.
when i tried to run RAILS_ENV=production rake db:migrate in the comand line(standing on C:\redmine-0.8.5>) i get this error:
'RAILS_ENV' is not recognized as an internal or external command,
operable program or batch file.

any help with that?

well i just installed redmine 0.8.0, and i didnt have any error, i think it is with redmine 0.8.5
