easy adding new notes/comments to issue

Description
currently, to add a note/comment, I have to click the 'update' button on the right top, it's quite hard for me to find it since I was looking for a 'comment' text area at the end of the issue
I prefer to have the minimal comment form always open at the end of the issue, this could be quite straightforward for us
