Description
It would be useful to have the ability to specify a paragraph or two of text to display at the top of the New Issue screen, configurable per project.
I have been having people use the bug tracking system for things that I do not wish to use it for (support-type questions that should use a forum or mailing list), and I want to be able to put text right there to explain what to use the issue system for.
