This plugin send messages as email, only to the Telegram. So you can disable email and use Telegram only, or use both.
Installation notes
cd redmine/plugins
git clone https://github.com/aekondratiev/redmine_telegram_email.git redmine_telegram_email
bundle install
bundle exec rake redmine:plugins:migrate RAILS_ENV=production
Restart Redmine
