Editing default Issue Fields

Is there any way to edit the default Issue fields? I've created new custom ones, but I would like to either remove some of the default fields or change their names/values etc.

The fields I am talking about are 'Start (date)' 'Due Date (date)' and Estimated Time.

In relation to that is there any way to adjust how these fields display in combination with custom fields?

For example, if I create a field that is called "Outage Duration" can I have it displayed directly below the default 'Estimated Time' field?
