Issue Status dropdown not populated on some Issues

We keep having a problem where the Issue Status dropdown is not populated - only the current issue is available. There seems to be no logical causality - it appears on issues at random. Different Projects, Different Users, New Issues, Old Issues, ... all of the Trackers look OK. Has anyone ever seen a problem like this?
Currently running Redmine 0.7.3.1694 (MySQL) - jumping into MySQL and changing the status is getting old.
