Issue Route List?

I'd like to know if anyone has implemented a route list for issues.
Basically, I need to create issues that route one-by-one to a list of people. When users create issues, it needs to bounce from one person to the next. The person creating the first issue wants to make sure it's properly routed to the right users one by one. Currently, the person the issue is assigned would have to make sure to route to the right person. I want to eliminate the guessing work. Any ideas, or plugins out there? Thanks.
