How to have an unauthenticated process read Repository Atom feed?

I am having a hard time configuring Redmine so that an unauthenticated user can read the Atom feed of Repository changesets.
I have turned off having login be required, given the Anonymous user permission to browse the repository, but Redmine still prompts for login. Any ideas?
