I want issue summary page updated by should be sorting means latest updated by should be display in first vice versa

when ever i open any issues latest updated by should be display first otherwise i have to scroll down actually i don't want scrolling down. Is there any plugin available as per my requirement, it should be one option in summary page latest updated by should be first and vice versa.
