This is a pretty good guide.
you must install the ruby development kit
Look at step 5 under Setting Up Redmine and Ruby. The you must compile the dll and then copy it.
I have it running on Windows Server 2003 (or maybe 2008 I forget) and this is one of the pain points compiling the mysql2 gem stuff.
