Force a job/work card to be attached as a 'file' before call/issue to be closed.

Good day to all.
I was wondering if it is possible to make sure that a 'file' that is marked as a job card (by telling the system somehow that <randomfilename>.<randomextension> is the job card) is a requirement before the call/issue can be closed?
If this can be done please let me know.
