User's permission is reset after relogin

Hello everyone,
I have set up Redmine SSO login via Keycloak using OpenID Connect plugin (Azure AD as identity provider).
My users are able to log in without any issuse.
However, if I give assign administrator permission to them and they log out, that permission will be reset whenever they log in again.
I don't know what to do. I have tried many ways but no success. Please help!
I have found the solution. I need to change the permission of users in Keycloak instead.
