My respository is not emailing upon a commit.

Hello I appologize if this question has been asked and answered my respository is not sending updates when there are changes made. All revisions/changes are visible in RedMine and the updates are made just simply no email to the fact. All .yml files have been programmed and test emails on Redmine check out fine. Perhaps we missed a step. Thanks in advance for any suggestions.
