How to modify source for redmine ?

Hi all,
I have three issues to need help.
1. I want to create new field, this field is the same "Assigned to", it cat select member.
2. When I create a new issue, system will check * ("Tracker", "Subject", "Status" ...) field now. But I also need to check "Description" and "Assigned to" field.
3. As everyone knows, system will send an e-mail to related project members automatically.
But in our requirement, I want system to send an e-mail to one who is not project's member. How could I do?
How could I add above requirements?
