Redmine

Hi! I've been looking for an option, to allow to change status only when spent time was added.
Example:
To move an issue form new to In Progress there is no "spent time" needed.
But to move an issue from In Progress to closed, there is a spent time involved.
Well redmine allows me to reach to a closed issue status without having spent time. I think that this is kind of wrong because even a rejection includes a evaluation time of the issue request.

Is there any way that allow me to reject a change of status.... or to close an issue if no time was inserted?
