Customize site templates?

I'd like to make a few changes across my Redmine installation. I'm assuming that they are easy changes if I can find where to make them:

  1. On Wiki pages, how do I remove the list of download links from standard users? I'd like to be able to upload a file to use, but choose to expose the direct link or not.
  2. On the repository page, I'd like a direct link to the instructions for a user to connect to the SCM to download the source. Might just be a wiki page.
  3. Add a new tab for downloading binaries: "Downloads" like on Google Code or Codeplex. This might also just be a Wiki page

I hope someone can help with one or more of these.
