Redmine can't access svn repository if set chmod 770

I need help with redmine+apache+passenger+advanved svn integration (redmine and svn on same server)..
Seems as ruby runs on "root" at the moment but apache on www-data (which is more safe)
Wwhen we change a repo folder rights to chmod 770 and chown www-data:www-data apache (running on www-data) redmine can't list svn folder structure in html site..
If we set chmod o+rx -R for svn repo folder it works again..but we want to limit the access to www-data only
