Redmine

Hi,I have redmine 0.9.2, I use it for helpdesk. My problem is that, users with less administration rights have to login two times to add new issue.
My users use mainly Win XP/7 and IE 7/8. When they first login to redmine the can view everything but when they click "new issue" button they are logout and when they login second time they can add issue.
I don't have this problem from administrator account. I try redmine v1.0.2 but ther is the same problem.
Any advice ?
