How to assign different priviledges by different projects

Now I created several users and projects.If I assign project manager to one user in this project,he can visit issues or other functions in other projects.
What I want to do is,assign privileges to some user by projects.In this project,he is project manager;but in other projects ,he is only guests.

How to do?

Done by assigning privilege to "Non member"
