Redmine install Debian, Ruby, Apache2 Passenger - no such file or directory config/environment.rb

I installed following this http://www.redmine.org/projects/redmine/wiki/HowTo_Install_Redmine_on_Debian_with_Ruby-on-Rails_and_Apache2-Passenger

I'm getting "No such file or directory - config/environment.rb"

I've seen quite a few posts here and elsewhere about that, but none of the suggestions seem to work.

one of the suggestions was to verify that passenger can assess the config file; how do I do that?
