Redmine

In documentation no information.
On this site In found only that on Ubuntu I have to restart both mongrel process. But how to restart them I can't find information.
I don't found tmp/restart.txt so I create an empty restart.txt than
I used touch ~/public_html/test/redmine/tmp/restart.txt
But I don't know is redmine restart on not.
E-mail notofications still not working or I make wrong changes in configuration
configuration.yml

Of cause instead of mydomain.com , user@domain.com, passw I use appropriate values
