An error occurred while sending mail (No connection could be made because the target machine actively refused it. - connect(2))

Hi,
I am new to redmine, I have installed 1.2.1 on windows server 2008 R2, when i try to send a test email i get the above mentioned message, here is my conf.yml:
production:
delivery_method: :smtp
smtp_settings:
address: xx.xx.xx.xx
port: 25
#domain:
authentication: :none
#user_name: "user"
#password: "password"
I have modified the file according to what i found on the net to no avail.
