csv export and encoding

Hi,

I have a redmine installation with UTF-8 in the database and a russian locale (and lot of russian data in UTF-8). All is great when the interface is also in russian, but when the english language for the interface is selected the CSV export produces question signs instead of the UTF-8 symbols.

Why ?

These are exactly question signs, I've checked the export file with a hex viewer.

This is known defect #11116.
