Can't set parent task to existing issue

I created a few top-level tasks in a project. Later I realised that it would be better to have them as subtasks of another issue.

However, I am unable to set the parent task for these two tasks:

There is no "Parent task" field in the update form of the top level issue.

Is there a way to move top-level issues to become subtasks of another issue?

I found the solution almost immediately after posting the question:

Configuration for this tracker didn't have "Parent task" field enabled.
