Redmine slow startup with passenger in Linux Apache web server

I tried many things from this forum during the last months, but don't seem to able to speed up the Redmine startup time, when it's not used for some time.

I also upgraded all to the latest versions, but still nothing. I asked the same question on StackOverflow about a month ago, but nothing. If you have any idea, please let me know?
