Is it possible to restrict users from entering spent time on issues with date in the past?

For example:

1) Adding spent time through issue "Edit" link will record this time with present date (no date field in the form).
2) But adding spent time through issue "Log time" link will permit users to enter spent time to the past (date field is present and required in the form).

The second option is unacceptable for us. But I have not found any setting to disable it.
The only one I have found in permission list is "Time tracking - Edit own time logs" which I have also deactivated.
