Custom fields: Partially ignored

Hi.
I've slowly added several custom fields to my issues database.
Today I've discovered that there are few issues (30 out of more than 1000) that miss some custom fields.
The situation is strange - yesterday I've added 2 custom_fields, and they were added to almost all of my issues.
On the other hand - they weren't added to these 30 problematic issues.
However, few custom fields that were added few weeks ago - did successfully added to ALL my issues (including these 30).
Furthermore, the problematic 30 issues ignore few custom_fields that were declared before these issues were opened!
I see these these custom_fields missing in the regular Web issue form, and also with JSON REST access.
Tried to add them with REST API - it updated the other custom_fields (that already existed), but ignored my request to update the problematic custom_fields - and returned response of 200...
