Same From/To address when submitting issue via email

Hi,
Submitting an issue via email is working correctly except when we use the same From and To address. Is this a limitation of redmine?
We wanted to set this up because we have created a webpage where users can fill out a form which will consequently create an issue in redmine containing all the information. However, not all users have access to creating issues in redmine nor do we want to grant them member access and therefore we want to use a dummy email.
I looked into anonymous user, however, our page supports multiple projects and when using anonymous users you must select the project. Is there a way to grant unknown users access to create tickets in multiple projects?
