Generate email to user in custom user field upon issue status change.

I have a custom user field on my issue tracker that allows selection of a "peer review" user. There is also a custom issue status of "In Peer Review". I would like to generate an email to the user selected in the "peer review" field when the status of the issue is changed to "In Peer Review". Is this possible?
