version 3.2.0. stable : cannot change properties

- In previous version 2.4.2, I authorized people, by permitting them to Add notes (in issue tracking authorization table) and they could do 3 things: change properties (status, assignee, target version) , add notes and add files)
- In this new version 3.2.0. I authorized people, by permitting them to Add notes and they could only 2 things : add notes and add files. They cannot change properties (status, assignee, target version)
