Export Issues to CSV function fails sporadically

When filtering searches on issue and exporting to .csv, it fails sporadically on larger searches. Issues export limit has been set to 10k, well over the applicable limit, in global settings but still receive errors '..unable to open this Internet site..'
What gives? PDF export functions correctly where .csv fails. Is this function configurable outside of global settings?
