How to access field permission status from Plug-in

Hi folks,
I am developing a plugin to fix a custom field to today's date (not changeable by user) while it's fields permission is set to "Required" in workflow. I am wondering how could i retrieve the field's permission status in my plug-in in this case. Help is very much appreciated and thanks in advances. Following is the environment that i am targeting at the moment :
