pdf-Export for changelog.rhtml

Hi!
I want to create a pdf-Export for the view projects/changelog.rhtml in RM-Version 0.6.4. I tried it with "form_tag({:controller => 'projects', :action => 'export_changelogs_pdf'})" and "submit_tag l(:button_export)"! But now I get every time I want to use it an Error #403! I´m not authorised! Can somebody help me?
