I'm looking to create a Group/Project Admin

What I would like is a user who can manage a Group. That user would only be allowed to create/manage projects for that group. Like a project admin? Ideally the user can add users to that group. Bonus points if the user can't see anyone else outside the group. A plugin that could manage this would work just as well.
