How to enable to edit notes for the user who replaces another user who is an author of the issue?

User (role) has Edit issue and Add notes permissions.
Issues visibility for the role is: Issues created by or assigned to the user. But he is neither author nor assigned to so he can’t edit in fact.
I need an option to „share” some issues which were created ealier by someone else.
Any pointers?
I use Redmine version 4.1.1.stable.20036
