pgAdmin 4.24: 'codec can't decode...'

Hello,
Following type of error occurs during SQL command execution using query tool of pgAdmin 4.24 irrespective of database or encoding of database.
'utf-8' codec can't decode byte 0x89 in position 33: invalid start byte
It occurs on my co-worker's pgAdmin only. My pgAdmin works without any trouble and both of us use same spec pc(Windows 10).
At first, his pgAdmin too has worked perfectly, and one day the error occurred and since then stay the same state.
He uninstalled, deleted data files and reinstalled pgAdmin, but same issue continues.
I will be grateful for your information to fix it.
