Remove ability to create SVN repositories, without disabling SVN functionality

Hello everyone,
we are running a Redmine 3.4.11 instance with two enabled SCM adapters (Subversion 1.10.6, Xitolite 2.26.2). Our goal is to prevent users to create new SVN repositories, while still allowing the use of already created repositories.
Is this possible with our Redmine version? The only option I found is to globally disable SVN, but that is not what we want.
