Failover cluster with Redmine

Hello,
I need help for deploying Redmine on failover cluster with two Windows Server 2019 with IIS nodes. AFAIK, Redmine needs DB and file storage to work correctly. The second issue can be done using file share with Offline mode and often sync. But the first makes me sad. MSSQL Web Edition with doubling costs a lot of money each month. Is it possible to adjust i.e. PostgreSQL on both servers with auto merge i.e. each 10 minutes? I understand I can spend a lot of time writing merging script, but may be somebody has such a script or may be I am missing something?
