Issue Relations section not visible

Hi,
Having issues with 'issue' relations', the relation checkbox is checked in the permissions. I checked the Project members and myself being an administrator with proper permissions/roles set but I'm unable to see the section to add Related Issues whenever I edit any ticket.
Environment:
Redmine version 4.0.1.stable
Ruby version 2.5.3-p105 (2018-10-18) [x86_64-linux]
Rails version 5.2.2
Environment production
Database adapter PostgreSQL
Mailer queue ActiveJob::QueueAdapters::AsyncAdapter
Mailer delivery smtp

Filesystem
Redmine plugins:
no plugin installed
