Nom-Member group doesn't work to assing privileges in a public project.

User are created on fly by LDAP repository.
I want all authenticated users could add issues in a public project. The public project has benn created in the root.
I have set the Non-Members group to a Member Rol in this project, but it doesn't work, I mean, nobody can access to add issues in this project.
Y attach some pictures about the configuration, and a user that has been created on fly and he can't access to this project.
