Can't move ticket to another project-Version 4.0.4.stable

Hello,
Even if I looked into many pages, I did not find the solution ;(.
The facts :
- I do not have anything to change the project, within the right click list of choices
(see "Right click choices" attached file)
- in Workflow screen, no possibility to change (only 'LECTURE' : 'READ ONLY')
(see "CopieEcranRedmine" attached file).
I would be grateful for all help.
