Linking to new issues with a particular category

Hi
I have created a URL to open a new issue with a specific category selected (eg http://...[project]/issues/new?issue[category_id]=5), however when the issue page displays, the Assignee which is meant to be associated with this Category isn't populated.
Does anyone know how to resolve this?
On a secondary but related issue, how can I establish the category_id of the Categories in my project?
